Indeed, my whole point was that there's no distinction
between what we see as 'publishers' and libraries in terms
of functionality. Thus, we can cut out the commercial ones,
as they add nothing but cost a lot. Libraries provide the
infrastructure, support and know-how to help researchers do
what you imply.
