SCOAP3 is unique as far as I know, in part because of the important factors that Peter points out. I did note yesterday that synthetic chemistry is an area where you could imagine this working. Its a defined literature and community. There is a lot of community cohesion and synthetic chemistry subscription budgets are often devolved to departments. <ironic>Of course this would require some imagination on the part of synthetic chemists</ironic>
