[Open-access] @ccess versus open access

As archivist I would like to second Tom. Berlin has also added the
heritage sector. Why referring only on BOAI when the most accepted (na
d newest) OA declaration with the widest impact is Berlin? The core
value in all three declarations is for me CC-BY.
