[Open-access] malaria index and journal ranking talk

Has anyone actually used the open access filter at PubMed?
Example at
http://www.ncbi.nlm.nih.gov/pmc/?term=open+access%5Bfilter%5D+malaria .
Not exactly sure how they define OA, though.
