[Open-access] Wellcome's new Open Access policy very welcome

BibServer also automatically checks every record title for an equivalent
paper in any UK HE IR too, so if they are in there we can automatically
link to them (and I should also admit, link to a few wrong ones by mistake
at the moment).

Hooray for Wellcome and open access!
