I have been heavily involved in Open Access and think the account on this
page is accurate. It is important to continue to stress that "libre" in the
Open Access world is not a conventional use of the term and in my opinion
causes confusion and damage, not least because publishers charge (often
5000 USD) for "fully open access" which is merely gratis.
I have copied this to the OKF open-access list. We try to encourage the use
of either "BOAI-compliant" or "OKD-compliant" as the term "open Access" is
operationally meaningless.
