I would like to suggest that it is now the right moment to write a mail to members of the ITRE committee 
whom you consider "your MEPs" (for whatever reason, maybe same languages spoken...) and their staff.

I suppose my own version will be something like (in several languages, one at a time)

Subject: 28 Nov ITRE: Only real open access saves real lives
(--- adapted from Tom's motto, thanks, Tom)

"Dear ...

in your ITRE committee's session on 28/29 November

please make sure that open access includes all scientific articles.

Reason: Also the local doctors trusted by your friends and family need fast and free access to the newest 
research to know which cure is best. Real open access saves real lives.
