[Open-access] Fwd: My Comments on ICAR's Open Access Policy

Turn the argumentation around: So just start with CC-BY and argue that you just test it for one year, if it does not work CC-BY-NC can be an option later.

Always remember: CC-BY-NC is not "open"!
