[Open-access] Draft advocacy guide for libre open access?

Thanks Esther!

We have a similar initiative called the Open Definition, which was started
a bit before the Definition of Free Cultural Works. Functionally it does a
very similar thing to the Definition of Free Cultural Works - but includes
other types of material like data and non-cultural content:

I've already included this in the first paragraph of the document, so
perhaps no need to also include the FCW definition.
