[Open-access] The costs for going Gold in the Netherlands

I have read your blog post with great interest and I share the
considerations raised by Bjoern.
While this exercise is useful , it is also true that many of the figures
used are estimates.
I assume that the figure of 34 M spent on subscriptions can be verified.
But I am also skeptical because many of the Big Deals are supposedly secret.
So maybe , just maybe more is paid than we know of?
When the NL produces 40,000 articles and these would have to be open access
you calculate the APC of EURO 1087,- on average.
But at the same time you say that 50 % of articles is produced together
with authors from other countries , so the costs are probably shared.
I would say then that is reasonable to include this consideration in your
estimates. It would mean that the cost for the NL to go fully open access
would become EURO 21,750,000,-, or EURO 12,250,000,- less than the EURO 34 million
spent on subscription articles.
This figure is still off, because I think there is another problem with
your calculation: You should not compare to the EURO 34 million spent on
subscription articles BUT INSTEAD to the EURO 4 million paid for OA PLUS the 34
million spent on subscription articles. This makes the gap even greater :
Full open access publishing would appear to be 16,250,000,- less expensive
than the situation that exists now (EURO 38 Million), we would save 42.8 % !
Two more remarks: the APC of EURO 1087 is an estimate based on the current
prices. As you state in your article the APC are often very difficult to
find and it is also unclear how many articles are published with which APC.
so the average is not the real figure, but I agree that for the moment it
is the best we can do. However it has been said several times by many
people that APC's may become as low as EURO 400 in a fully open access
situation.
Second, while the change to 100% journal based OA may not be as expensive
as some fear it will be, the other consideration is that open access will
greatly facilitate innovation, development, cross-fertilization, and thus
will have a huge return on investment .For this I refer to the excellent
