[Open-access] CC-BY 2.0 compatible with download fees?

This seems to me to be an example of payment for a service - that service
being creation and provision of a PDF at the price of $22. If people are
willing to pay that much for the service, so be it. However, there should
be nothing to stop someone else offering the same service at a lower cost.
