[Open-access] CC-BY 2.0 compatible with download fees?

It's very peculiar and a little bit silly, (the HTML is free/open and CC BY
- you can make a PDF of that yourself with free/open technology).

It's not a big deal IMO. I'd be surprised if *anyone* actually pays that to
get a PDF of the very same content they can get for free as HTML
