This applies to the couple of hundred journals included after March 2014, when a new application form based upon these principles was implemented. DOAJ has just started a process of reapplication for the 10 000-odd previously included journals, which will be completed “late 2015” (http://doajournals.wordpress.com/2014/08/08/proactive-not-reactive ). The former application process was much less stringent, so that some journals on Beall’s list were included in DOAJ.

The figure seems rather to be the other way around: it’s 27%, as can be calculated from the numbers displayed in DOAJ search page, Publication charges tab (left menu) http://doaj.org/search
