The Open Definition and the OD Advisory Board are concerned with access
methods and formats as well as licences. Putting a CC-BY document behind a
DRM access would not meet the conditions. Yes, it's possible to copy the
CC-BY material and then repost it elsewhere and it might just meet the
letter of the law but not the spirit.

And this is a rapid descent into a proprietary non-open infrastructure
where "Open" may be increasingly difficult.
