in view of providing evidence to assist Open Access policy development. The
basis of this work was the rebuilding of ROARMAP and the development of a
new classification scheme. The associated policy effectiveness exercise
provided important evidence to support that policies must include at least
three elements for effectiveness, namely, *the deposit must be mandatory*, *the
deposit cannot be waived*, and *the deposit must be linked with research

overviews the international developments that have led to an increase of
scientific information becoming available on Open Access. The paper also
examines the EU's role in promoting Open Access to scientific information.
By contextualising Open Access policy developments at the global and EU
levels, the paper demonstrates the role PASTEUR4OA plays in advancing the
EU’s Open Access policy to scientific publications in Horizon 2020.

now available online. The highlights of the report include an outline
of: the presentations delivered by Victoria Tsoukala, Alma Swan, Eloy
Rodrigues and Neil Jacobs; the case studies presented by Niamh Brennan,
Bernard Rentier and Nina Karlstrøm; and the ideas discussed in
brainstorming sessions held with experts from 33 European countries.

Open Access to scientific information and research data are well aligned
concepts related to enabling access to publicly funded research. In a

publicly funded research publications should not only be Open Access but

from Europe            EC FP7 post-grant Gold Open Access Pilot launched

A new funding mechanism has recently been established by the European
Commission under the OpenAIRE2020 project umbrella to support Open Access
publications arising from finished (“post-grant”) FP7 projects. This Gold
OA Pilot

will cover Open Access publication fees for up to three research articles
or monographs per eligible FP7 project. The Gold OA Pilot policy guidelines
rule out funding for publications in hybrid journals. The Gold OA Pilot
policy guidelines and FAQs will be released in May.                National
Updates on Open Access            Updates from Austria

The FWF, the Austrian Library Consortium (KEMÖ) and Taylor & Francis have
announced a pilot

which
will offset charges for hybrid Open Access against subscription costs.

Five working groups were formed by the Open Access Network Austria

Institute adopts an Open Access mandate

As of 17 April 2015 all papers produced by Rudjer Boskovic Institute (RBI)

researchers must be submitted to the institutional OA repository FULIR

upon
acceptance for publication. All RBI employees are obliged to deposit a
digital copy of all their publications in FULIR

 and should provide Open Access to them whenever possible. Besides
launching an educational campaign, RBI's library also developed a website
with an information toolkit on how to ensure compliance with the new
mandate.              Cyprus Open Access Working Group meeting

On 22 April 2015 the first meeting of the Working Group for Open Access
took place in the University of Cyprus and was attended by the main
research funding institutions and academic institutions. The meeting’s
agenda included an overview of the EU policies and practices on Open
Access, the benefits of Open Access, the reasons for adopting a national
open access policy, and the potential creation of a national repository. At
the meeting, it was proposed that a communication portal is created and
that a draft policy is developed with the support of various EU
stakeholders.              Finland’s Open Science and Research Roadmap
2014-2017

On 25 November 2014, Finland's Ministry of Education and Culture released The
Open Science and Research Roadmap 2014–2017

Finland's vision on Open Science is that *"open research leads to
surprising discoveries and creative insights". *The roadmap specifies
that *"information
flow is facilitated by clear policies and best practices, and by providing
services to safeguard the availability of scientific and research
results".*              Open
Access policy updates from Germany

Hamburg's new government is committed to formulate an Open Access policy.
The government announced that it will do so by *"**develop[ing] *an
open-access strategy with universities, the State and University Library
Carl von Ossietzky and the German National Library of Economics”. The
Schleswig-Holstein's government recently published its Strategy 2020 which
includes an Open Access policy. The policy was formally launched in the
state capital, Kiel, on 7 April by the Science Minister.               Greece’s
new law on research and innovation

Law 4310/2014 was adopted by the Greek Parliament in December 2014
and signals the Greek government's attempt to formulate an Open Access
policy aligned with the Horizon 2020 Open Access mandate. The law
stipulates that the General Secretariat of Research and Technology and
public research institutions should promote Open Access to publicly funded
research through the deposit of an electronic copy of the final version of
the manuscript in a public repository.              Italy’s CINECA joins
DSpace Steering Group

CINECA, the Italian supercomputing centre for scientific research, which
includes more than 70 members from Italian universities, research
institutions and the Ministry of Education, has recently joined the DuraSpace
Steering Group

   Netherlands'
State Secretary publishes a non-paper on Open Access

State Secretary Dekker wrote a non-paper on Open Access to publications and
data

The non-paper describes the necessity of Member States to cooperate in the
enhancement of Open Access. “*This non-paper seeks to describe the mutual
agreement of Member States on the importance of Open Access for a
successful European Research Area. The focus is on Open Access to
publications, but this cannot be isolated from Open Access to the
underlying data”.*              Updates from Slovakia

On 25 March, the Slovak Centre of Scientific and Technical Information
(SCSTI) hosted the conference “Open Access policy of Slovakia in the
European context 2015

The conference was attended by over 150 participants from Austria, Czech
Republic, Hungary, Germany and Slovakia. Earlier this year, the Open
Government Partnership (OGP) Action Plan 2015

approved and it includes information on Slovakia's commitments towards Open

hosted by Turkey’s Hacettepe University

On 15 April Hacettepe University organised a webinar on "Open Access to
Publications and Research Data: Issues and Questions
<http://pasteur4oa.us9.list-manage.com/track/click?u=5fbf4a76563e0df5ac5e3eef0&id=5e51bece64&e=3b2e2546fa>".
The webinar counted with the participation of 100 people. The issues
discussed in the webinar included information about registering policies in
ROARMAP, APCs, repositories technical problems, researchers lack of
information on Open Access, and integration of Open Access systems. The
