[open-bibliography] New group for bibliographic data on CKAN

The proposal to build a software library and integrated application called BibCurator, intended to be a lightweight tool which integrates 
with numerous existing biblio apps and services. We would be glad to have your reactions/suggestions to strengthen the proposal.
