[open-bibliography] Library support

Firstly many thanks for this discussion (I have changed the title) - I shall
take a sort of back seat. When there is no discussion it can be easy to
offend and I don't wish to set off flame wars here. I would hope that out of
this might come some concrete suggestions for community action. I appreciate
the sensitivities but the world is running out of time.
