[open-bibliography] Openbiblio principles are launched

Massive thanks to everyone for the launc - it went wonderfully and we should
have a video/audio record which should have Mark, Rufus Adrian (skype), Ben
and me on it.

Now we have to get it signed by everyone. Start with libraries, publishers,
funders.

And we also announced the UKPubMedCentral bibliography. So we should set up
distributed groups for downloading that (ben will advise). And additional
thanks to Ben for that.
