[open-bibliography] TIB 'open data' is under a NC license?

Hi all,

Peter Murray-Rust just pointed out to me that the data released by TIB
in Germany is under a non-commercial license - meaning it technically
isn't really open data [1]. ;-)

Does anyone know who was responsible for licensing the data? Is it
worth getting in touch with them about this?
