A number of cultural institutions (including LC and the Smithsonian)
use a "no known restrictions" or "no known copyright restrictions" notation
(this is standard in Flickr Commons, for instance).  I think I recall hearing
a while of some efforts to create a standard coding for that, but I can't
find the discussions off the top of my head.
