[Open-data-census] Country Editor Brazil

Hi Augusto,

I have already inserted the data for the national map.

The link that has been on the census was not correct, it did not link to
the high resolution map (1:250.000). But Felipe found that link on the
IBGE-Website and so I inserted the revision. Referring to the air pollution
we did not find any data so far. The comment on the linked dataset is:

The Brazilian Federal Institute for Geography and Statistics - IBGE
produced time series between 1992 and 2009/2010 referring to the air
pollution in metropolitan areas. However, these data is not being updated
anymore. The data does only cover some Brazilian cities.

When you compare this to other countries, this data is not equivalent -
there is no up-to-date information, apparently, currently there are no
measurements or data collection going on.
Last year you linked air pollution to a table of impacts of cutting
rainforest on air pollution. Anyway this data was not equivalent neither to
what other governments offer and did not fit the description of the dataset
by OKFN.

There is some revision to be done, referring to the license - when there is
no license than the license does not fit open definition to my
understanding. I will make some information requests in order to understand
the license of the data and also outreach to the planning ministry in order
to ask whether they may include some license definition.

It will be great to discuss our evaluations ... currently some editors from
other countries are joining to compare census data between different
countries in order to make sure that the census is reliable and valid ...
