[Open-data-census] Bug in the review dashboard comments-functionality

Dear Census community,

As a note to those of you in the process of reviewing submissions, who are
unable to do so fully because of the bug in the comments-section (as listed
here as a ticket on
github<https://github.com/okfn/opendatacensus/issues/194#issuecomment-25886191>),
I'd like to emphasize that we're working at maximum capacity to fix this
bug.

Please keep your intended submission/review notes written down somewhere
else, so you can add them to the entries once we have this one fixed.
