[Open-data-census] [CLARIFICATION REQUIRED] Can PSI Licence be considered an "open" license?

Denis: suggest asking Open Definition list at
http://lists.okfn.org/mailman/listinfo/od-discuss

They have an official conformance process for checking licenses conform to
Open Definition.
