[Open-data-census] [CLARIFICATION REQUIRED] Can PSI Licence be considered an "open" license?

Concerning terms:
PSI is more than open data. PSI can be made available behind a pay wall
(marginal cost) and as far as I understood "for non commercial purposes
only" is also still PSI.
Just scrolling through the license, I've noticed that there is an
article which says sublicensing isn't allowed (if I understood
correctly) and this is certainly not an open license.
