[Open-data-census] [CLARIFICATION REQUIRED] Can PSI Licence be considered an "open" license?

Ton, Peter and Rufus,

Thanks for your thoughts. I am not a lawyer either. Now I'm even more
puzzled.

(There is an ongoing debate among local open data community members whether PSI
open or not<https://groups.google.com/forum/#!topic/open-data-ireland/0XSwDDneGEU>
)

Lets see if anyone on od-discuss at lists.okfn.org can add some clarity.
