[Open-data-census] Census almost finalized

Pierre, here is an idea: If you have a little spare time during today,
maybe you could look at just a few countries' Gov Spending entries starting
from the top of the country table? Then just make your way down the list as
you see fit. Any help reviewing, also just a little, will be really
valuable.
