[Open-data-census] Portugal City Census

Hi Filipe,

Just spoke to our devs, who took a look. Seems the error was that in your
config file "Automatically republish when changes are made" was unticked
(normally it is on/ticked) - so that is why your changes did not appear.
Make sure it is ticked and you should be good :)
