[Open-data-census] [transparencia-porto] Portugal City Census

Yes, the config file is the online spreadsheet.
The tick box is in the File menu, under 'Publish to the web...'.

But yes, all should work now. Looking forward to see the Portuguese Local
Census take shape! :)
