[Open-data-census] legislation -- UK exemplar

I consider the UK legislation website best in class but the UK has specific
issues with comprehensive legislation when you look at the very long
timeline compared to most jurisdictions/places/countries and content
limited by as enacted versus as amended, repealed/revoked legislation,
legislation not tagged by subject and so on:

I used the UK scoring as a sense check on the IM scoring.  I guess a new
place just does not have the same old place legislation issues but perhaps
it highlights a practical need and the encouragement value of a scoring
system that is not quite as binary as "all" legislation and bulk download
of "all" legislation data rather than reasonable blocks relevant to each
dataset such as by dept given that 1 dept will often have a budget first or
be willing to try something first.
