[Open-data-census] opendata census for the region in italy

For region codes, I agree that ISO-3166-2 is a good place to start, e.g. https://en.wikipedia.org/wiki/ISO_3166-2:IT

For city and other codes, there is this Google.org-sponsored/adopted initiative: https://github.com/opencivicdata/ocd-division-ids/
