[Open-data-census] Datasets and submitting process

Hi Christian

Just some questions about the established datasets and the editing process

1. Where can we visualize the *"Data Publisher"* info? And it is ok that i
screen the city name like that?

2. *Annual budget vs Expenditure (detailed)*: Some cities have the same
dataset for both categories, and sometimes this dataset provides fairy
detailed spending information. So, should we complete both categories with
the same url dataset?

3. *Re-editions vs revision* I tried to modify some info that i had alreay
submitted and the application made a review process. How can i change the
uploaded data?
