[Open-data-census] Adding Greenville SC to http://us-city.census.okfn.org

I just noticed Kansas City needs to be added too. They have a good open data portal. 

Also, why is it that if I add data for a city, it goes live right away, but if I then edit that live data, it goes to in review?  Some Louisville KY edits have been under review for a few weeks, for example.
