[Open-data-census] Open Data Index 2014: error in submission form

Thanks! And in fact Paul, our Index developer went ahead and worked on this
after seeing your initial mail. He actually made a ticket too, see
https://github.com/okfn/opendatacensus/issues/473 - you can also see how
it's now been resolved. Feel free to comment in there if you have further
thoughts.

The confusion likely comes from the fact that the title-field was added
recently and therefore hasn't been filled on older submissions.
