[Open-data-census] locale changes

Hello, I think the Spanish translation has been pulled to the github repo
butq we still don't seem to be able to see the translation in the Mexico
Cities Census. The locale in the settings spreadsheet is set to "es en". Is
there anything else we should do in our instance to get it?
