[Open-data-census] 2014 Global Open Data Index for Ireland is complete

Greetings all;

For the moment, providing all the others are complete, Ireland is ranked at
#27, with 540 points.  See here - http://global.census.okfn.org/place/ie

Much work needs to be done on licencing, machine readability, bulk
downloading, and the cost of the data.

Last year Ireland ranked 24th with 460 points.  The ranking is relative to
other countries and we will have to wait until the final tally is in to
assess how to compare.

Why did we do better by 80 points?  Well we were more sure this time on
some variables, I think we were a little less knowledgeable last year about
bulk downloads, and we were unsure about licences, and so on.  Again, we
will have to sit and compare more carefully to explain the differences once
the final for 2014 is complete overall.

*Can the OKF clarify* if Ireland is penalized in the ranking due to its
lack of a postal code system.  For example, since we do not have one it is
a 0%, how does that affect us overall in the points? Should our points be
averaged out of 9 indicators instead of 10?

There were many submissions provided, and many comments and all of these
were taken into account and responses were qualified.

This index is useful in terms of evaluating the qualities of the data but
not necessarily data quality.  Also, some concepts could use some
refinements, for example, national map, national statistics, and the
concept of bulk download, for example one cannot feasibly bulk download the
entire national statistics database, or all the national maps.

Please let me know if there are any outstanding issues on this file.

I will also review the Canadian ranking, currently my co-editor is James
McKinney from Open North.  He has accepted the submissions by I promised to
take a little peak.
