[Open-data-census] Spanish Translation

Ignacio, eso traduce los strings. El resto de la traducción ya la tenemos,
pero está en español mexicano. Si gusta, podemos mandar también lo de las
preguntas, el FAQ y el About.

Emma, actually, the pull request is on github. If you accept it, it might
probably be really quick to implement in spanish in any other country.
