Chicago's open data portal has datasets on vacant lots, code
violation, 311 building complaints, buildings under construction, etc.
so the NY and SF open data portals are likely to have something
similar.  That kind of data is generally easy to release without
restrictions (already considered public, already geocoded and machine
readable, not personally identifiable).  Plus, you might be able to
link it with unpaid taxes, if that data is available, or EPA data.
SF's open data portal is newer so data is still being made available.
