[open-data-manual] Division of content between Data Patterns and Open Data Manual

Hello,

I do agree with the proposal as I think that the two distinct audiences
should be approached differently. Once from a point of view where there is
no knowledge of open data beforehand and once from the point of view where
the basics are already known.
