[open-data-manual] Pirate Party Luxembourg's derivative open data manual - Raises Q about cultural specifics

FWIW, the semi-German version is now at
http://de.opendatamanual.org/index.html, but for some reason I can't
get S3's index document support to handle this properly. Would
appreciate any help :-)
