What has this been based off? I would suggest contacting them if they
are not aware of the more update version and the new approach using
text files.

Rather than discuss this general question I propose we just sort out
as soon as possible our specific process for doing i18n / localization
and document it on wiki.okfn.org/Open_Data_Manual.
