[open-development] Oxfam report on making aid more effective?

Aha! Thats why I couldn't find it. The BBC broadcast it on the 18th,
and the press release came out on the 19th. Many thanks for this

Good to hear that Oxfam supports aid transparency. I've subscribed to
the list and look forward to following their work in this area more
closely.
