   Last week Civil Society members of the International Aid Transparency
   Initiative (IATI) Steering Committee [2]wrote to participating
   donors congratulating them on the important first step they have taken in

   I also had the pleasure of speaking at the Chartered Institute for Public
   Finance and Accountancy (CIPFA) [4]conference on trust and accountability in
   public financial management, and at PricewaterhouseCoopers on the
   fundamental need for aid transparency.

   RECENT NEWS

   A [6]big win for transparency came as the General Court of the
   EU [7]ruled on Tuesday that the EU Council must make countries’ positions on
   the access to documents reform available to citizens.

   [8]Access Info, the campaign behind the Court ruling, published “[9]The
   Secret State of EU Transparency Reforms” which demonstrates the need for
   greater transparency from the EU Council to allow for meaningful public
   participation in the formation of legislation.

   The U.S. [10]Government Accountability Office released
   a [11]report demonstrating the necessity of interagency coordination, up to
