Hello Caitlin,
Good idea. I'll add that to the things we try and find out in the mapping.
You raise an interesting point when it comes to the emerging market around
data. There certainly seem to be a few emerging business models:
1) The Data Publishers
Including platforms like Kasabi; PublishMyData; DataMarket and Socrata who
either offer platforms for publishing data and making it easy for end-users
to access (the later two), or who focus on providing services to help people
model linked data. Either way, the data owner pays to publish.
It raises interesting questions about how far the modelling decisions around
linked development data will get 'outsourced' to data experts, and how far
the sector will develop it's own linked data expertise and experience - and
whether the platforms that develop will through competition become more
affordable over time;
2) Data Marketplaces
DataMarket, Socrata, Windows Azure Data Marketplace and Kasabi are all
offering, or exploring offering, a mix of free data and paid-to-access data.
As you say, some organisations could see this as a way to finance activities
- and that could act against arguments for opening up access to data.
I wonder what datasets development actors might have which they would see as
potential revenue streams if sold? That might be a question we can ask in
mapping a sample of datasets.
I don't think the potential for market forces to come into the open data
space was something we explored in November, though we did identify that you
can have open data that's not linked data; and linked data which is not open
data.
