Hello all,
On Saturday a number of members of this list met at a Satellite event of the
Open Government Data Camp in Warsaw for a morning of open space discussions
about open data for development, and open data in developing countries.
There are some notes from the session at
http://opengovernmentdata.okfnpad.org/open-development - but looking back at
this etherpad, it looks like many more notes were taken by people on their
own computers (the WiFi was a little flaky). Topics covered
included: Getting more data -> making the case; Open Data Manuals; Building
blocks of Open Data; Open data in developing countries; Getting citizens
engaged; Global public data goods; Company data, NGO use of it; Information
collaboration & Evidencing impact
So - if you took any notes on Saturday that you can share with this list,
please do. If you've blogged about the session, or written about it anywhere
else, I'm sure list members would also value a link to your posts.
A list of participants who offered introductions in the session, and a list
of some of the possible actions I jotted down, is below.
All the best
Tim
*Possible Action Points*
- Find funding for a part-time 'Community Co-ordinator' for
open-development working group. Open for Change to explore...
- Setting up a web page for the Open Development working group and using
this to start collection a list of the 'public good' datasets (like
administrative boundaries etc.) people would like to see opened up and made
more accessible.
- Supporting more collaboration on Open Data Manuals - including by
starting a manual on http://www.flossmanuals.net and sharing work between
Open for Change, OKF and World Bank.
- Better co-ordination of 'open data in developing countries' pitch
through collaboration between World Bank, NGOs and grass-roots civil society
organisations.
- Tim looking at developing Capacity Building training around Open Data
Governance, building on Internet Governance Capacity Building models
- Work to encourage governments to use their own datasets: making
building on open data a default for the way governments work internally
*Who took part: *
- *Rolf Kleef* - Open For Change Network
- *Tariq** Kohkhar* - World Bank - Working on Open Data in Developing
Countries
- *Oleg** Petrov* - World Bank - Working on World Bank and Web Foundation
Community of Practice on Open Data in Developing Countries -
http://linkd.in/opendata-cop
- *Alice Powell *- Publish What You Pay - Campaigning for Transparency in
Oil and Gas Sector. Information just becoming available. Looking to explore
theory of change that moves from 'transparency' to 'accountability'
- *Martin** Kliehm** **(**http://klie.hm/+* <http://klie.hm/+>* ) **- *web
developer exploring potential open development projects, particularly in
the Tibetan community and Ethiopia, member of the Pirate Party and a small
opposition fraction within the Ci`ty Council of Frankfurt/Germany,
Invited Expert at W3C HTML Working Group, W3C Accessibility Task Force, W3C
eGovernment Interest Group.
- *Claudia** Schwegmann** - Germany - OpenAid - *Promoting open data in
development cooperation through advocay work in Germany and in Europe.
Presentations, conferences, communcation, dialogue with watchdogs and
parliamentarians about the International Aid Transparency Initiative (IATI)
and open aid data more generally. Among the future projects planned are a
communication campaign on open aid data and to work with migrant in Germany
to create "monitoring communities" around development projects.
- *Chris Taggart
**(**http://twitter.com/countculture)*<http://twitter.com/countculture)>
* OpenCorporates - *Want URLs of every company in the world. NGOs can't
share information on companies they work with (e.g. in campaining) because
they don't have shared identifiers. Open Corporates could be part of
solution in helping NGOs tie their data together.

- *Simon Parish - Aid Info - *Promoting Data Availability and
Accessibility of Information; Supporting users to make use of the data;
Providing evidence of the impact of open data use: how is it being and
changing the world. Thinking about how to develop effective evaluation
methodologies for this type of work. Also looking at broader use of
'development resource' data on Gate Foundation funded project.
- *Jay Bhalla - World Bank and Kenya Open Data Initiative - *How can we
get citizens to use data? We have nice portal - but citizens are not using
it. And how can we get NGOs and corporates to understand the use of data.
- *Al Kags* - Chairing open data kenya taskforce. Working on how to
institutionalise open Kenya. After the launch and first splash you want to
make sure there is constant flow of data. Also dealing with changing regime
from national to regional finances: how to make sure these also align to an
open system from the start. A lot of Kenya's new systems are semi-digital
and so there is an opportunity to start the country (and the sub-regions)
off as OPEN.
- *Mar**tin** Keegan - *Project lead for Open Spending and director of
OKFN. Taking budget information in CSV format and making it accessible. Gave
demo of http://www.mbwd.co.uk/IATIviz/uganda.htm
- *Anna Taranenko - IREX (International Research and Exchanges
Board)/Bibliomist program*, library modernization, looking into ways how
libraries can utilize open data projects, in particular link government and
communities bibliomist.org, irex.ua facebook.com/bibliomist
- *Jose** M. Alonso (Josema)* - Web Foundation - developing sustainable
open data projects in developing countries. Looking at generating resources
to support development; also offering technical expertise; going to the
field. Released preliminary studies into OGD initiatives in Ghana and
Chile, see
http://www.webfoundation.org/2011/05/open-government-data-reports-published/
.
- *Pelle **Aardema**- *Open For Change initiator. Being invited to board
rooms of non-profits in Netherlands right now. They're not sure how to start
with open data. Need to offer the right support.
- *Steven Flower - *Based in Manchester. 'Open Data Cajoller'.
- *Nuno Moniz* - Working on open data in portugal
- *Ricardo Lafuente* - Working on Portuguese tranparency hack day portal.
Specialising in parliament information and working with transcripts and data
analysis around proceedings and transcripts.
- *Elf Pavlik *- Try to support development of community
self-organisation: local and worldwide. How can recent information,
communication technologies be used to support creation of moneyless or
governmentless societies, embracing diversity and freedom of choice. (
https://wwelves.org/perpetual-tripper )
- *Justin** Arenstein* - pan-African, journalist working with
investigative centers in East, West and North Africa, focusing on
corruption/social justice/money laundering issues. Interested in getting
beyond the hype of open data > Finding out where there is real
grassroots engagement & where it is making a tangible difference in real
lives. Also interested in aid / charity / development data as mechanism to
monitor non-profit sector + to 'liberate' research and raw data held by
NGOs.
- *Ruth Del Campo - *Working at New York Law School on
http://<http://www.openaidregister.org/>
www.openaidregister.org to help people publish their Aid Data as IATI.
Interested in possibilities and synergies around. How can we work more
together to make a bigger impact. Challenges: to create awareness and to
explain what this is all about to the NGOs.
- *Tim Davies - *Runs Practical Participation looking at citizen
engagement, open data, social change. 2-days a week with AidInfo working
on http://www.aidinfolabs.org and use of IATI data. Just starting PhD at
Southampton looking at use and governance of open data. @timdavies
