Thank you Sarah, Tim and Mika for pushing on the Helsinki agenda. Sorry for not reacting earlier.
The three streams suggested by Sarah sound execellent. I know this may be a bit late in the process, I would nevertheless suggest two additional topics:
1) It appears to me that open data in development is still very much a government thing and I would suggest to reach out to the Finnish NGO community and try to involve them into the discussion. With so many enthusiasts and hopefully good examples on open development around it would be a shame to miss out on the opportunity to spread this enthusiasm. I would suggest the following:
Topic D: Open development in the non profit sector: Introductory event in collaboration with the Finnish NGO network trageting Finnish NGOs (or Nordic NGOs?) working in development cooperation to explain the WHY and HOW of open data and IATI. This could be followed by examples of NGO transparency activities (e.g. Partos in the Netherlands and Oxfam in the UK). For this stream to succeed some communications work prior to the event will be necessary to interest the NGO community.
It would be important to discuss with OKfest organisers how such an event for a target group, that otherwise does not participate in the OKFest can be handled.
2) Topic E: Open Development Sector Focus:
One of the discussions in Warsaw was, that we need to demonstrate that "open" can really make a difference. I would suggest that one way is to take one specific sector (e.g. water, health) and analyse in detail the current lacks of communication/information and how open data can make a difference in very concrete terms. The type of event would be a workshop of at least half a day together with sector specialists. This topic would be linked to the open government stream.
3) I think it would be really good to involve the Finnish Ministry of Foreign Affairs. If open data is to have an impact it would be good to involve the big players as much as possible. The first reason is have them participate in the OKFest and see exciting examples from different streams in order to strengthen their commitment to IATI and open data. Letting them brag about their IATI implementation would also be a good thing. They may also have an interest in getting NGOs on board regarding open data and IATI. The second reason to bring people within the open data movement in contact with the MFA for possible future collaborations. The third reason would be to have their input into discussions e.g. on ICT or on sector specific data needs. Finally they may be willing to cosponsor some of the events.
Pernilla from SIDA has agreed to approach the person responsible for IATI within the Finnish MFO. Mika, do you have any ideas on how to approach them?
4) I really like the idea of having a concrete outcome (petition, campaign, etc.) of the OKFest. This is one more reason to involve local development actors (NGOs and MFO)
