Please find below the final text for the Open Development stream proposal for OK Festival. Last chance to make comments/changes/additions, before I submit it tomorrow. Also, I kind of made up a definition of open dev so would welcome a better version!

Submission to OKFest coordination team - proposal for Open Development stream/days
Title: Open Development Stream
Description: An OK Fest stream (one/two/all days?) focused around open development (the application of open knowledge in make development activities more effective). In this time of declining natural resources and an increasingly volatile climate, open access to information is absolutely key to both government and citizens in low and middle income countries in order to support development. It is also key in monitoring aid donors spend and ensuring that the money goes to where it's needed most.
This stream will be the first ever (I think!) event on the practice of open development. It will share real-world successes and failures and have hands-on sessions to explore new and innovative practical applications of OpenDev. Participants will include Finnish NGOs, other European/international NGOs and hopefully the Finnish Ministry of Foreign Affairs. We hope to have participants from developing countries, but this depends on resourcing/timescales. The stream will have a number of core topics, each of which will have practical workshops/sharing sessions and unconference activities. A the end of the stream, there will be a tangible ideas to take forward, for example a petition, campaign or initiative.
· Topic A: Open development and aid flow: exploring developments in the International Aid Transparency Initiative, and tracking aid to developing countries. Exploring who really benefits from IATI, and what is needed to ensure IATI has an impact? Sharing inspirational examples of how communities/civil society organisations could use this information to monitor government budget and spending and increase the effectiveness of aid. Also looking at new open funding models, such as crowd sourced microfinance, that are emerging, and asking do they work?
* Additional satellite event: Open development in the non profit sector: Introductory event in collaboration with the Finnish NGO Network trageting Finnish NGOs (or Nordic NGOs?) working in development cooperation to explain the WHY and HOW of open data and IATI. This could be followed by examples of NGO transparency activities (e.g. Partos in the Netherlands and Oxfam in the UK). For this stream to succeed some communications work prior to the event will be necessary to interest the NGO community.

· Topic B: Open = accessible? What are the practical issues for citizens in developing countries accessing open information? Drawing on community informatics research: Is Open data accessible data? What additional communication channels are needed to engage more rural communities in open government and open development - eg., what about those who are not able to access data due to language/connectivity? is the data that's being opened useful to communities for local level transparency and accountability work? how can grassroots communities be involved in inputting information, especially local tacit knowledge that is not currently available to confirm/contest data that's on OG portals? what about infomediaries at community level?
Cross-collaboration with: Open Democracy, Open Government sessions
· Topic C: Technologies for open development. What role do ICTs and open technologies such as FLOSS or open hardware play in open development? Mobile technology, app development, mapping and digital data collection, developing great partnerships between development organisations, communities and tech agencies ie Frontline SMS. Will Include presentations from attendees who presented at ICT4D 2012.
Cross-collaboration with: TBC
· Topic D: Open Development: Sector-focused workshop event: One of the discussions in Warsaw was, that we need to demonstrate that "open" can really make a difference. The idea for this workshop is to take one specific sector (e.g. water, health) and analyse in detail the current lacks of communication/information and how open data can make a difference in very concrete terms. The type of event would be a workshop of at least half a day together with sector specialists.
