[open-development] OK Festival: final text for Open Development stream proposal. Last chance for comments

Hi Sarah,

Thanks so much for this!

In terms of defining Open Development, I'd like to chip in a version
of how we currently try to describe it as "Open for Change".

In international development cooperation, more and more actors and
stakeholders can take part in shaping and executing programmes and
services. This leads to both an urge to adapt more quickly to changing
circumstances, as well as opportunities to improve and expand.

Information and communication technologies enable us to organise
ourselves and our activities in new ways. It alters how we learn,
mobilise, collaborate, and create, and who can participate and decide in
these processes. Transparency and openness help us share, re-use and
recycle, and lead to better use of scarce resources.

“Open Development” embraces these developments to have more impact, to
be more inclusive, to empower, and to make more unheard voices heard.

I haven't worked out how to combine the two yet, but if I would
"enhance the contrast" between the versions to rather extremes, I think
ours is more "new modes of working with new actors" and yours is more
"effectiveness and accountability under increasing pressure" (exactly
the two main streams of debate we're having on the topic here in The
Netherlands)

I'll see if I can come up with a merge in the etherpad as a proposal.
