It was great to see some of you in Geneva last week. Thanks to all those that participated in the open development sessions - the side event Linda and I ran on Thursday was a real highlight as a result of your engagement and enthusiasm.

Please see below for details of the Making All Voices Count programme's Open Call for proposals. Please circulate as widely as possible - the programme's success will depend on getting engagement from a diverse range of individuals and organisations beyond ICT4D,Transparency and Accountability Initiatives, and Open Development.

Making All Voices Count, a programme aimed at making governments more responsive, announced its First Call of Proposals today. Making All Voices Count is a global initiative that supports innovation, scaling-up, and research to deepen existing innovations and help harness new technologies to enable citizen engagement and government responsiveness.

The First Call for Proposals is open from 24 September until 8 November and organisations, businesses, individuals, research institutes and governments are invited to apply.

Making All Voices Count aims to fund collaborative efforts, rather than one-sided approaches, and will award grants for the following three components:

Innovation: Backing innovative ideas and technology solutions
Scaling: Scaling successful initiatives and responses
Research and Evidence: Building an evidence base on what works and why

In addition to providing grants in these areas, the programme aims to catalyze global attention and action around these issues and to play an important role in shaping the debates, as well as contributing to advocacy efforts, in the areas of transparency, accountability, open government and use of technology.

Making All Voices Count, a Grand Challenge, focuses global attention on creative and cutting-edge solutions, including those that use mobile and web technology, to ensure that the voices of citizens are heard and that governments have the capacity, as well as the incentive, to listen and respond.

Making All Voices Count is supported by the UK Department for International Development (DFID), U.S. Agency for International Development (USAID), Swedish International Development Cooperation Agency, Open Society Foundations (OSF) and Omidyar Network (ON), and is implemented by a consortium consisting of Hivos (lead organisation), the Institute of Development Studies (IDS) and Ushahidi.
