[open-development] More OKF chapters in the global south: how to make it possible?

HI all:

Even though I'm not an Ambassador, I'm actively working as a consultant in
an 5 year program (2013/2018) for Open Government containing an Open Data
initiative for the Government of Paraguay, funded by USAID.

I was wondering if it would be possible to attend to the meeting, to check
what are the possible collaboration points, my main question would be
(given my Computer Science background) if there is a sort of lists of
shared tools for managing the process of publishind and maintaning open
data that public administrations can reuse (besides CKAN, that catalogs the
data already published), and if not, if it would make sense to create them.
Another need that I see is a tool that can manage the whole lifecycle of
open data, not only the technical opening, but also the data hunting, legal
issues (laws, licences, etc), and later data ussage and community building.
The lifecycle itself is not well defined and completely gobally agreed
either, to the best of my knowledge.

Considering that I'm also a Computer Science professor the the National
University of Asuncion, I'm actually having informatics engeneering
studends develop both abovementioned tools as their thesis, but if there is
a starting point to collaborate, or someone would be willing to
use/re-use/adapt these tools (as all of them would be complete open source
for any purpose) I'd be more than willing to collaborate.

I'm also involved in the Open Data Trentino project in Italy, where
Maurizio Napolitano (a.k.a Napo) is also working, and who knows, maybe we
might even have a local chapter in Paraguay in the future.
