[open-economics] Proposal: merge this working group / list with Open Economics WG

Hi All,

I wanted to propose merging this open energy WG / list with the Open
Economics WG / list. I think the energy stuff could likely fit nicely
with the Economics WG and I think already a fair number of people are
on both.
